strongly rumoured that Li Yuan-hung intended Joining the

refugee members at Shanghai, presumably as President, but

fortunately for all concerned he has so far remained quiet

ly in his home in the British Concession at Tient sin, where

he had ceased to indulge in open political activities. The

idea of a national conference of party leaders and pro-

vincial represent at ives to find a way out of the present

impasse 18 gain being canvassed in some quarters; but the

situation is so peculiar and unique even in the chequered

history of the chinese Republic that t is difficult to

sae how a satisfactory way out is to be found or how the

continued disintegration of the Central "overment is to

be stopped. In the meantime into this mass of political

intrigue and confusion have now been injected the Lincheng

3ettlement demands, with results which are still to be

awaited.

6. The view that the time has come for the Powers

to withdraw recognitionfrom the Feking Administration as

the Central Government of China has not unnaturally been

considerably aired amongst both Chinese and foreigners

since Li Yuan-hung'e expulsion from the presidency, and

Sun Yat-sen, as was to be expected, took advantage of that
